IT QA and Testing Program Mgr

Position Summary:

The IT QA and Testing Program Manager oversees the IT quality assurance and testing program, processes, procedures, and standards that will be used across the enterprise for effective testing of all applications running on various technical platforms and automation capabilities. S/he is responsible for creating a structured and standardized approach to testing that includes applications, infrastructure, vendor packages, and vendor management.  S/he will create a quality assurance testing system for IT that provides a structure to ensure that the focus is on successful implementations and not solely on meeting project timelines. The IT QA and Testing Program Manager is responsible for utilizing expert knowledge of testing solutions, processes, and methodologies throughout the project life cycle, to assist and support the design, development and implementation of usable, functional, and operation solutions. S/he will be responsible for leading and educating teams in the software testing life cycle that includes requirement definition, software development, software testing, version control, and operation and maintenance.  All test levels/phases are essential components of the program and will include: unit testing, application testing, system testing, end-to-end testing, integration testing, user acceptance testing, smoke testing, regression testing, and operations testing. S/he will oversee the testing application, the development, maintenance and execution of test scripts, and will report on quality metrics to ensure changes meet requirements. S/he will be involved in development of the test plan timelines and assignment of resources in small and large based IT projects. The incumbent will work with operational/clinical and technical staff to lead the software/hardware testing function of small and large projects.  S/he will facilitate communication and project status updates to the leadership team.

Education:

Works closely with operational/clinical and technical team members, internal and external customers, consultants and vendors.  S/he partners with other organizational leaders and the IT Leadership team.

Experience:

Must have the following: Thorough knowledge of IT concepts, strategies, and methodologies. Thorough knowledge of quality process creation, implementation and testing tools. Thorough knowledge of hardware/software testing and quality assurance processes. Strong negotiation and communication skills. Must have project management and hands on experience in implementing test code, executing tests, creating and implementing a test strategy and effectively interface internally and externally with different groups within the organization.  Proven ability to lead teams.  Experience using automation tools is an advantage but not required.
