Duties:

As the Facility Chief Logistics Officer for North Florida/South Georgia Veterans Health System, the position is responsible for managerial and program oversight of an administrative department comprised of 149.0 full time and part time Wage Grade (WG) and Grade Schedule (GS) employees located at five separate geographical sites. The Chief Logistics Officer has a wide- range of program responsibilities to include; performing operations that involve planning, coordinating, and evaluating the logistical and supply chain management actions required to support an extremely large healthcare system which is constantly evolving within a highly complex and competitive geographic area. Incumbent oversees logistic and relates support and services for supplies, expendable/non-expendable and capital equipment, warehouse operations, inventory management, distribution, and mail. The Chief Logistics Officer also serves in the following capacity:

 

·         Provides oversight, guidance, program management, and leadership in the operations of the facility, supported activities, and all aspects of acquisition and logistics at the facility

·         Leads in the standardization of recurring-use supplies and equipment, automating inventories of supplies and equipment, and improving logistics services utilized (equipment maintenance, capital equipment installation/site preparation, etc.) within the facility.

·         Responsible for direction of the supply chain, to include budget execution for logistical programs, and must understand the role of Logistics in facility and VISN financial, business, capital asset management, clinical, and administrative operations.

·         Identifies specific requirements for money, manpower, material, facilities, and services needed to support the program and correlating those requirements with program plans to ensure that the needed support is provided at the right time and place

·         Forecasts planning and budget execution for supplies, subsistence, services, biological and non-biological implantable devices, medical gases, expendable/non-expendable and capital equipment, inventory management, off-site leased spaces, warehouse operations, transportation, and distribution.

·         Coordinates management oversight (with finance, acquisition and logistics) of undelivered orders, accounts payable and related functions. 

·         Liaison with local contracting office and coordination of activities with the National Acquisition Center (NAC).

·         Responsible for working with customers and ensuring pre-award contract documents are completed for all contracting activities with the medical center.  This includes development of acquisition strategy, coordination of statement of work (SOW), statement of objectives (SOO), or other solicitation documents.

·         Responsible for Contracting Officer Representative (COR) functions related to the planning, implementation, and oversight of approximately 68 off-site leased spaces.  This includes preparing necessary contract documents such as statements of work, specifications, acquisition plans, and IGCE; participating in technical review panels; ensuring contractor performance after award; requesting changes to the space; and ensuring payment is made to the owner.

·         Develops the structure, reporting mechanisms, and operating policies for the overall logistics program to meet facility, VISN, VHA, and VA requirements.

·         Facilitates effective communication with facility, network, and central office management and leadership to ensure effective and efficient management of the logistics program.

This position requires frequent travel to location within NF/SG VHS and to off-site locations as needed.

Qualifications & Evaluations

    TIME-IN-GRADE (TIG):  Applicants who are current Federal employees or applicants that have previously held a GS grade at any time in the past must also meet TIG restrictions. Advancement to positions at GS-12 and above, candidates must have completed a minimum of 52 weeks in positions no more than one grade lower (or equivalent) than the position to be filled (5 CFR, Subpart F, 300.604).  (SUBMIT AN SF-50 WHICH INDICATES TITLES, OCCUPATIONAL SERIES, GRADE, STEP, SALARY, etc of the position you currently hold or have held).   

     

    BASIC REQUIREMENTS FOR ALL GRADES:  In addition to the basic requirements for employment, the following specific grade criteria must be met at each grade level in which you are applying.  

     

    EDUCATION AND SPECIALIZED EXPERIENCE AS INDICATED:

     

    EDUCATION:    There is no educational substitution for this grade.  

     

    SPECIALIZED EXPERIENCE:  Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of Specialized Experience may include but are not limited to the following:  acting as the Facility Chief Logistics Officer (CLO) maintains the logistics and supply chain management system for a complex tertiary care medical care, out-patient clinics, and community based out-patient clinics by providing logistics and related support and services for supplies, expendable/non-expendable and capital equipment, warehouse operations, inventory management, distribution, and mail; responsible for planning and activation of new clinics and minor/major construction projects; manages the capital asset equipment program for the entire facility which expends $10 to $30 million per year for medical and administrative equipment; responsible for the equipment planning, approval, funding, procurement, installation, and final disposition of the equipment;  exercises oversight, stewardship, and program management responsibilities for activities and functions to enhance the supply chain by playing a key leadership role in managing and transforming logistics operations throughout the facility and aligning them with the VISN and VACO; etc.

    6. Knowledge of the project recall process and serving as the Facility Recall Coordinator ensuring the designated, unsafe to use products are removed from the use and inventory(s), and properly mitigated to minimize its impact on VA patients care and safety.
