Manager, Procurement

POSITION PURPOSE: 

Directs the research, recommendations, procurement or specific equipment applications and purchasing of equipment and related services for retail stores, distribution centers, offices, and manufacturing plants.

 
KEY ACCOUNTABILITIES:
  • Central contact for with providing equipment budgets, consulting on equipment application and install, managing cross functional support teams and developing equipment packages for approval.
  • Manage equipment selection establishing general policy and procedures for the purchase of equipment and working with project teams to ensure timely completion of the projects within budgeted amounts.  Interact with various engineering, architectural, store planning and interior design disciplines to achieve this end.
  • Acquires, assesses and retains top talent; consistently develops self and team to achieve personal team member and overall departmental goals.
  • Prepares annual expense and financial forecasts for the equipment purchasing department. 
  • Review drawings, specifications, equipment lists, cost estimates, budgets, shop drawings, and other documents for general conformance to project equipment criteria.  Obtain, distribute, and communicate as appropriate.
  • Delivers consistent reductions in the cost of goods and services, while maximizing total value for assigned categories. 
  • Determines and recommends, in collaboration with business owners, appropriate vendor selection and the best source of supply; leads subsequent negotiations
  • Ensures equipment buying decisions are based on competitive comparison of product features, life cycle costs and vendor support capabilities.
  • Evaluates and possesses a comprehensive understanding of product and service cost composition.
  • Develops an annual sourcing calendar of initiatives for assigned categories, based on business plans, market conditions, and terms of outstanding contracts.
  • Analyzes and selects optimum channels of distribution for the delivery of goods & services to the end users.
  • Articulates the business terms of new agreements to Legal, and ensures that final contract language is consistent with the terms of those agreements
  • Communicates with and steers a cross-functional team of business owners and internal departments through the End-to-End Strategic Procurement Process
  • Proactively supports and enables the participation of diverse suppliers in corporate sourcing initiatives.
  • Identifies, qualifies, and develops new suppliers, while continuously maintaining existing supplier base for the enterprise.
  • Establishes baseline spend, validates commodity market changes, designs financial models, and develops annual category savings forecasts.
  • Manage vendor price changes through an active methodology of analyzing vendor cost drivers and benchmarking against verifiable market indicators.
  • Resolves complex issues and communicates solutions to upper management.
  • Collaborates with business owners in strategic vendor management processes, including product quality and business reviews.
  • Coordinates the product testing with business owners, and other relevant stakeholders when necessary, for successful sourcing.
  • Primary point of contact for vendor’s program related questions.  Leads issue resolution to ensure compliance with agreements while preserving positive vendor relationships.
  • Executes other duties as requested or required.
 
KNOWLEDGE AND EXPERIENCE:
 
Education Level: 
College degree in business or engineering or related field
Certification as a Certified Purchasing Manager (CPM) is preferred
Experience Level:

5 years’ experience in the food industry with purchasing and/or project management responsibilities

 
Skills and Experiences:
 
  • The incumbent is expected to maintain membership and participate in the appropriate industry, technical, and professional organizations, as well as complete professional development and continuing educational courses.
  • A strong working knowledge of laws, regulations and practices governing equipment application and selection, bidding, purchasing and fixturing and the construction of food stores is necessary; including the ethical issues involved.
  • Strong leadership skills including ability to council, coach and support project teams
  • Strong planning skills.  The ability to convert a client’s merchandising objectives into reality with knowledgeable recommendations on the selection of equipment.
  • Strong management skills.  The ability to supervise staff to assure that appropriate equipment is selected and purchased; and is delivered and installed on time and within budget.
  • The ability to effectively manage conflicts between competing interests both internal and external.
  • Strong personal organizational skills.  The ability to simultaneously manage and coordinate many diverse activities at different stages of completion.
  • Strong interpersonal and customer service skills including listening, verbal and written communication skills; used in communicating internally as well as externally.  This includes the ability to work effectively with the internal team and with retailers/clients, vendors/suppliers, contractors and governmental agencies.
  • Ability to make group presentations to retailer/client and public groups, and the ability to conduct effective meetings
  • Keep current in knowledge of equipment technologies and trends.
  • Previous experience with personal computers required.  Must have working skills with basic office software and aptitude in learning and developing specialized data reporting tools.
  • Possess good negotiating skills, good communication skills (verbal and written), and ability to interpret data and initiate decisions and actions based on input from data, superiors and subordinates.
