Enterprise Management System Engineer (Government)

AT&T - COLUMBIA, Maryland

Provide technical direction for the development, engineering, interfacing, integration, and testing of specific components of enterprise level systems to include requirements elicitation, analysis and functional allocation, conducting systems requirements reviews, developing concepts of operation and interface standards, developing system architectures, and performing technical/non-technical assessment and management. Manage and ensure the technical integrity of the system baseline over time, continually updating it as various changes are imposed on the system during the lifecycle from development through deployment and operations and maintenance; In conjunction with system stakeholders, plan the verification efforts of new and unproven designs early in the development life cycle to ensure compliance with established requirements.

Responsibilities Include:
  1. Experience in all phases of Software Development Life Cycle (SDLC), quality management systems and project life cycle processes.
  2. Internet HTML, basic JavaScript, XML, JSON (Desired)
  3. Tools Integration and Development (Preferred)
  4. ServiceNow Experience (Desired, but not mandatory)
  5. Experience in designing and developing integrations between ServiceNow and other systems a plus
  6. HP Service Manager (SM9) (Desired, but not mandatory)
  7. Develops and improves user systems procedures, and prepares systems documentation.
  8. Establishes and maintains effective communications with customers, other technology specialists, and vendors about services.
  9. Engineering highly complex solutions across to meet business requirements or enhance performance.
  10. Ensuring cost-effective and efficient operations.
  11. Reviewing and recommending solution(s) to management based on results of independent assessment of current and future performance, stability, and systems management/life cycle issues.
  12. Providing escalated Tier-3 technical support by investigating and resolving systems-related matters of significance.
  13. Developing and applying advanced methods, theories and research techniques in the investigation and solution of complex system requirements and problems.
  14. Developing training tools and documentation.




Twenty (20) years of experience as an SE in programs and contracts of similar scope, type and complexity is required. Demonstrated experience in planning and leading Systems Engineering efforts is required. Bachelor’s degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university is required. Five (5) years of additional SE experience may be substituted for a Bachelor’s degree. Experienced system engineer to work with IT enterprise level system configuration and monitoring tools such as HP Openview, Solarwinds, Splunk, Remedy, ServiceNow. SE will be asked to provide hands-on application development, testing and deployment.

Required Clearance: Candidate must have a TS/SCI polygraph clearance
