Director, Food, Nutrition, Labeling, and Regulatory Compliance
PRIMARY FUNCTION
Leads the food Nutrition, Labelling and Regulatory Compliance (NLRC) team to advance the strategy and capabilities of food safety and regulatory compliance as well as health & wellness initiatives in support of Target’s Grocery and Owned Brands foods business.
PRINCIPAL DUTIES AND RESPONSIBILITIES
Strategy Development
-
Provides strategic planning and prioritization of resources and projects for the successful implementation of the Target Food Nutrition, Labeling & Regulatory Compliance (NLRC) programs in alignment with business growth strategies.

Provides strategic technical and regulatory direction and guidance to the Owned Brand Foods Product Development and Business Development Teams in support of new product and product improvement opportunities and Wellness initiatives.

Develops and maintain partnerships across the company, serving as an internal resource to address and ensure regulatory compliance of emerging or changing nutritional and labelling regulations and trends in alignment with changes in market & business strategies while protecting guest safety and brand reputation.

Coaches, develops and leads a team of nutrition and labelling experts and coordinators to advance their leadership, technical acumen, and business contributions.

Fosters individual team member development and builds strong, effective teams through setting clear goals and establishing self and team accountabilities and success measures.

Leads the team in developing regulatory compliant and guest-centric label and other food related marketing contents (physical and digital) to elevate the experience with owned brand food products.

Manage annual expense budgets for the division
Regulatory Compliance

Maintain solid understanding of current and pending food labelling regulatory requirements that may affect existing nutrition and labelling compliance programs or necessitate new programs/requirements.

Anticipates the potential impact of pending regulations on the Owned Brand product portfolio and proactively develops compliance plans and communicates to FESQA and business leadership.

Provides technical regulatory guidance to Marketing in collaboration with the Law Department, to ensure regulatory compliance of all advertising such as in-store signage, online & digital advertising, circulars that includes nutrition or ingredient claims.
Innovation & Efficiencies:
- Actively participates and represents Target and Owned Brand Foods externally with trade and professional associations to maintain expertise and stay informed of new regulations and where applicable apply industry best practices.
- Leads the evolution of NLRC programs, streamlines the process, systems and people to improve efficiencies and enhance compliance and contribution to business growth.
- Drive development of metrics and key performance indicators to ensure NLRC program effectiveness.
- Lead the team to apply scientific principles and knowledge to evaluate ideas and opportunities relative to the business strategies and opportunities (competitive insights, brand positioning/standards, heath & wellness /nutritional platforms, emerging issues) for key innovation projects; synthesize point of views/positions that are best for the business/guest

Reports to Vice President, Food and Essentials Safety & Quality Assurance (FESQA)
Team: Food nutritionists and dieticians, food labelling experts, and coordinators
Internal Partners: Product Development team, Other FESQA teams, PD&D Operations Team, Owned Brand Buying Team, Store Operations, Vendor Sourcing & Strategy team, Marketing, Multichannel.
External: Owned Brand Food Vendors, Regulatory Agencies, Professional & Trade Associations, Expert Consultants
JOB REQUIREMENTS

BA/BS college degree, preferably in food science and compliance-related fields

Minimum 10 years relevant experience
-
4 or more years of team leadership experience desired

Strong leadership and team building experience

Working knowledge of regulations, risk assessment approaches and compliance-based structures and programs

Proven excellence in planning, organizational and project management skills

Strong critical thinker and problem-solving skills

Excellent written and verbal communications skills

Experience with regulatory requirements impacting food
DESIRED REQUIREMENTS:

MBA, Masters or Ph.D. in Food Science
-
Food manufacturing experience or background
-
Extensive experience in the evaluation of food products, including process development, nutritional information calculation/approval, labeling requirements, sensory evaluation, laboratory testing methods, finished product specifications, and GMP and HACCP principles

Strong verbal and written communication skills
-
Proficient with computer applications
