Senior Proposal Manager (Government)

AT&T - OAKTON, Virginia

The Senior Proposal Manager must possess detailed understanding of the federal procurement process as well as industry standard proposal development processes.

• Proven ability in planning, producing and delivering compliant proposals within a complex business environment.
• Must have the experience to lead and collaborate with dynamic, integrated teams that can include the Client Executive, Capture Manager, Program Manager, and volume leads.
• Expert knowledge of MS Office and SharePoint is essential.

The Senior Proposal Manager has operational responsibility for developing and producing the proposal response. Assesses the solicitation and develops the Proposal Plan including; Outline, Compliance Matrix, Schedule, and Resource Requirements (for Production and Delivery). Directs Volume Leads, Section Managers, Technical Writers, Authors, and Production Managers, overseeing the development, production, and delivery of completed proposals. Must be experienced in scheduling and running proposal kick-off meetings, leading storyboarding sessions, facilitating color reviews, and document production. Additionally, builds templates, proofreads, prepares and reviews drafts and final editions, schedules team meetings and tracks the completion of assignments. Establishes and manages proposal schedule to meet critical milestones

• Bachelor’s Degree or above with minimum of 8 years of related experience in proposal preparation.
• Must have experience reading and analyzing government requests for proposal (RFPs) and requests for quotation (RFQs).
• Candidate needs to possess exceptional organizational abilities to manage simultaneously occurring tasks.
• Interpersonal, communication, team-building, and attention to detail are critical skills.
• Expert knowledge of MS Office is essential.
• Must be able to work unpredictable schedules including weekends and holidays as well as regular travel throughout the Washington Metro Area.

Required Clearance: TS/SCI clearance required. SCI with poly preferred.
