Responsibilities include:

• Work with the customer to completely understand their technical needs and articulate a clear solution
• Work with mission / program partners to formulate a plan for collaboration of tools and capabilities.
• Identifies and assigns ownership to technical problems and issues
• Facilitate discussions and decisions based on recommendations from all stakeholders.
• Provide status reports to include unresolved issues, activities and solutions.
• Support the development of a collaborative technical environment
• Represents and can clearly articulate issues of a technical nature
• Tracks resolutions to final disposition.
• Communicates effectively to all levels
• Ensures that governance and processes are followed

Required Skills, Experience, and Education: Twenty (20) years of experience as a program or project manager in managing programs and contracts of similar scope, type, and complexity is required. Direct experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment is required. Shall be knowledgeable of the guidelines provided by the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), DoD 5000 series, and ICD 801 policies. Must have demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting. Must have at least eight (8) years of demonstrated experience in the management and control of funds and resources using complex reporting mechanisms such as Earned Value Management. A PMP, FAC-P/PM Senior Level, or Defense Acquisition Workforce Improvement Act (DAWIA) Level 3 certification in Program Management. The successful candidate must be skilled in effectively relaying technical information to a large non-technical audience to quickly resolve issues to the satisfaction of the customer and end users. Must have political savvy to negotiate complicated relationships smoothly and efficiently. Able to communicate with multiple stakeholders to identify solutions for the program.

Required Clearance: Candidate must have a TS/SCI polygraph clearance.

Desired: ITIL v3 Foundations Certification. Preferred one or more ITIL Intermediate Certificate (Continual Service Improvement; Planning, Protection, and Optimization)
