Support medium to large complex project tasks for the Naval Facilities Engineering Command’s (NAVFAC) efforts to drive greater standardization, reliability, and energy efficiencies across the Navy’s building infrastructure globally through telematics devices and connectivity. A core aspect of this effort includes ensuring a DoD compliant cybersecurity posture because of the sensitive nature of these systems and the data transport requirements necessary required to enable real-time data collection and analysis.
The Program Manager’s (PM) primary focus will be to lead the effort to leverage current secure cellular architecture and expertise to secure NAVFAC telematics systems in buildings while optimizing the sensor data extracted.
The PM will then be primarily responsible for leading the development of an enterprise architecture for NAVFAC (including cellular), as well as associated pricing models, that can applied on a global basis for additional Navy Facilities.
The PM will coordinate activities between program management, NAVFAC, and internal company personnel by conducting program reviews and chairing associated technical events and discussions.
The PM will assist in identifying and resolving new issues that arise relating to changes in the development, adaptation or incorporation of new or current technology and program direction
Required Skills, Certification, Experience, and Education:
Familiarity with Commander Naval Installation Command (CNIC) Energy Program (OPNAVINST 4100.5E) goals to reduce overall energy consumption to obtain increased energy from renewable sources; and to support net-zero participation by the year 2020.
Possess a working knowledge of Department of Defense Risk Management Framework (RMF) and the NIST process to transform data transfer from electrical analog to secure digital.
Experience leading and coordinating the execution of tasking/development of architectures across multiple internal organizations to meet program milestones.
Education: Bachelor of Science in Engineering or related field (Masters preferred) and a minimum of years 10 years of experience in program management. Excellent verbal and writing skills. Must be a U.S. citizen.
Required Clearance: Secret clearance and be clearable to TS/SCI.
Desired: Past experience with NAVFAC/U.S. Navy. DAWIA Level I-II in program management or similar (e.g., PMP).
